The Enterprise World named Shelley Smith the Most Respected Culture Expert Driving Leadership Accountability Standards for 2026. Here is the story behind sixteen years of culture work and the Flow-State Culture Framework.

This month, I am honored to share that The Enterprise World has named me the Most Respected Culture Expert Driving Leadership Accountability Standards for 2026.
Featuring Premier Rapport in their cover story.
Sixteen years ago, I founded Premier Rapport in the middle of the Global Financial Crisis, when most people were contracting, retreating, and playing it safe.
I did the opposite.
I had spent enough time inside organizations to see something others were diagnosing wrong.
Companies were not struggling because of strategy or market conditions alone.
They were struggling because of how their people felt about showing up every morning.
Culture was the variable nobody was managing, and I could not unsee it.
That question, why does everyone sense something is wrong but nobody can name it precisely enough to fix it, became my life's work.
I want to be honest about what this represents, because it is not a solo achievement.
It is sixteen years of client organizations trusting me with their hardest conversations, the ones that do not make it into a board deck.
It is a team that believes systems change culture, not events.
It is a husband who has been my steadiest constant through every risk I have taken to build this firm.
And it is every leader across more than 70 organizations who had the courage to sit with discomfort instead of looking away from it.
Founding Premier Rapport during economic uncertainty was itself a lesson in the leadership accountability I now teach.
I had to be the kind of leader I was asking my clients to become.
Bold when it was not comfortable, preventative when the world was being reactive, and truth-seeking when the easier path was to just tell people what they wanted to hear.
Bold. Preventative. Transformational. Truth-Seeking.
Those four words became the core values of the firm, and they have guided every engagement for sixteen-plus years.
This recognition tells me they are still worth building around.

If you are new to Premier Rapport, here is the short version of what this recognition is actually about.
Most leaders find out their culture is in trouble the same way: a resignation letter, a turnover spike, an exit interview that finally says what everyone already felt.
By then, it is not news. It is a postmortem.
Over a hundred C-suite conversations taught me something that changed how I think about culture work entirely: the crisis is almost always visible 9 to 12 months before anyone acts on it.
Not in the dashboard. In the language people are using, the energy in the room, and the silence that used to be full of ideas.
That insight became the Flow-State Culture Framework, three phases that move organizations from reactive crisis management into proactive, preventative culture tending.
Detect the Drought: surfacing linguistic shifts, energy drops, and silence signals up to 9 to 12 months before traditional metrics catch up.
Restore the Flow: micro-interventions at the moments that actually shape culture. Not off-sites, but one-on-ones, handoffs, and accountability conversations.
Tend the Garden: distributing culture ownership to champions at every level, so the work outlasts any single leader.
It is the same thinking behind my book, Thirsty: Restoring Organizational Flow When Relationship-Culture Runs Dry in the Workplace, and it is the work I get to do every day with leaders who are done waiting for the dashboard to confirm what their gut already knows.
The cover story in The Enterprise World goes deep into the founding story, the framework, and the field-tested patterns behind sixteen years of this work.

To every client who let me into the room when things were hardest, to my team, and to everyone who has followed this work from a recession-era startup to where it stands today: thank you!
This recognition belongs to all of you as much as it belongs to me.
If your organization is sensing something is not quite right but cannot yet name it, that instinct is worth trusting.
It usually is.

What is the Flow-State Culture Framework?
It is a three-phase methodology for moving organizations from reactive crisis management into proactive culture tending. Detect the Drought surfaces linguistic shifts, energy drops, and silence signals up to 9 to 12 months before traditional metrics catch up. Restore the Flow uses micro-interventions in one-on-ones, handoffs, and accountability conversations. Tend the Garden distributes culture ownership to champions at every level so the work outlasts any single leader.
Who created the Flow-State Culture Framework?
Shelley D. Smith, founder and CEO of Premier Rapport, created it after more than 35 years of detecting cultural breakdown before it shows up in the numbers, drawn from work across 70-plus organizations and over a hundred C-suite conversations.
How far in advance can you detect culture problems?
A culture crisis is usually visible 9 to 12 months before anyone acts on it. The signals show up not in the dashboard but in the language people use, the energy in the room, and the silence where ideas used to be, well before a resignation spike or exit interview confirms it.
What are the core values of Premier Rapport?
Bold, Preventative, Transformational, and Truth-Seeking. Shelley Smith learned them by founding the firm during the Global Financial Crisis, and they have guided every engagement for more than sixteen years.
